Biographical Information: The position of Director of Planning & Engineering was created by the Town Board in 1992. Keith R. Manz, P.E. has held this position since it was formed. Keith graduated from Cornell University in 1980 with a B.S. in Civil and Environmental Engineering and received his professional engineering license (P.E.) in 1985. He worked a dozen years in the private sector (consulting engineering and construction management firms) before coming to the Town. Key Responsibilities: Keith is responsible for reviewing commercial and residential subdivision projects for the Planning Board, as well as inspecting the construction of these projects in the field. The Director of Planning & Engineering oversees the Planning, Engineering and Building Departments. While the Building Department inspects the construction of the actual houses/buildings, the Director of Planning & Engineering inspects the commercial sites and the pavement/drainage portion of subdivision Town roads. Keith manages and coordinates special public works and technical related projects as directed by the Town Board. He also provides technical advice to the various master plan/rezoning committees created by the Town Board and attends the Town Board and Planning Board Meetings each month at the Town Hall. Specific Planning Department Responsibilities: The Planning Department has a number of responsibilities within their role in serving the Town. The primary responsibilities include:
Oversee long term planning and related initiatives;
Assist with the implementation of the Comprehensive Plan, and Open Space, Recreation and Pathways Plan;
Coordinate the review process for all pending subdivision, site plan and Planned Development District applications;
Assist applicants and consultants through these processes;
Advise the Planning Board, the Town Board, and the Zoning Board of Appeals on planning and development matters;
Serve as staff to the Planning Board and Town Board in researching, advising, and coordinating development review processes;
Serve residents with information concerning current applications for subdivision, site plan, and Planned Development District, and information related to land use;
Provide overall project administration collecting Planning Board fees, collecting and tracking engineering fees, preparing and distributing required State Environmental Quality Review Act information;
