Proclamation In Celebrating the Month of the Young Adolescent

WHEREAS
, the period of early adolescence (10-15 year olds) is a distinct, developmental period between childhood and full adolescence; and

WHEREAS
, this period has been little understood nor its importance recognized; and

WHEREAS
, youth between the ages of approximately 10-15 year olds undergo more extensive physical, mental, social, moral and emotional changes, with the possible exception of infancy, than at any other time of life; and

WHEREAS
, the attitudes and values young adolescents develop during these formative years largely determine their later behavior; and

WHEREAS
, parents continue as primary models and guides, even as young adolescents give increased attention to peer groups; and
Whereas, much valuable information and research about this important age group now exists and should be circulated;

THEREFORE, BE IT RESOLVED
that October be declared the Month of the Young Adolescent in Wilton, New York, South Glens Falls Middle School, and

BE IT FURTHER RESOLVED
that all those in Wilton, join the celebration by extending their knowledge about these critical years and undertaking actions that will support the healthy development of young adolescents.

Proclamation for PFC David Taylor Miller

WHEREAS
, America was founded on the principles of liberty, opportunity and justice for all, and we recognize the men and women of our Armed Forces who have valiantly defended these values throughout our Nation’s history. These remarkable individuals have helped to make our Nation secure and to advance the cause of freedom worldwide. By answering the call of duty and risking their lives to protect their fellow countrymen, these patriots have inspired our Nation with their courage, compassion and dedication.

WHEREAS, David Taylor Miller born on Veteran’s Day, November 11, 1990 in Lynchburg, Virginia, where he spent the majority of his life before moving with his mother, Leslie Miller, to the Town of Wilton in 2006, and

WHEREAS, David Taylor Miller Attended Saratoga Springs High School where he was an outstanding student, individual and athlete, and

WHEREAS, David Taylor Miller enlisted in the United States Army with the 101st Airborne Division on July 27, 2009 and served our country honorably as a marksman during the war in Afghanistan reaching the rank of Private First Class, and was very proud to participate in the military, as did his father before him, and

WHEREAS, David Taylor Miller’s military career was cut short however; he earned the National Defense Service Medal, Global War on Terrorism Service Medal, Army Service Ribbon, the Bronze Star Medal, Purple Heart Medal, the Army Good Conduct Medal, the Afghanistan Campaign Medal with Bronze Service Star, Overseas Service Ribbon, NATO Medal, Combat Infantry Badge, Weapons Qualification Badge and the Overseas Service Bar while serving our country, and

WHEREAS, through the years, our veterans have returned home from their duties to become active and responsible citizens in their communities, further contributing to the growth and development of our Nation, David Taylor Miller was not given that opportunity, and

WHEREAS, David Taylor Miller will be laid to rest in the Arlington National Cemetery in Arlington, Virginia on July 28, 2010 at the age of 19, his ultimate sacrifice will never be forgotten, and

WHEREAS, the Town of Wilton honors the memory of David Taylor Miller as an outstanding member of the community, one can only imagine what he could have accomplished had he served his full voluntary enlistment; now thereof be it

PROCLAIMED
, that the 1st day of July, 2010 is hereby dedicated to the memory of David Taylor Miller in grateful recognition on behalf of all of the Town of Wilton.

On a motion introduced by Councilman Rice, the board adopted the following resolution:

Commending Eagle Scouts
Mark C. Dorsey
Maxwell Sanders

Supervisor Johnson read the proclamation for Maxwell Sanders and presented him with the framed proclamation. Councilman Rice had presented and read the proclamation for Mark C. Dorsey at a ceremony earlier in the week. Both proclamations needed to be approved by the board.

On a motion introduced by Deputy Supervisor O’Conor, the board adopted the following resolution:

RESOLUTION # 101
NOW, THEREFORE, BE IT RESOLVED, to approve the following proclamations:
COMMENDING MAXWELL SANDERS UPON ATTAINING EAGLE SCOUT RANK

WHEREAS
, Maxwell Sanders is a member of the Boy Scout Troop 9 of Wilton and recently achieved the rare distinction of the rank of Eagle Scout; and

WHEREAS, an Eagle Scout award honors the scout, his family, his troop and his troop leaders; and

WHEREAS
, a Boy Scout is required to complete an Eagle Leadership Service project as part of qualifying for the rank of Eagle Scout; and

WHEREAS
, Maxwell Sanders used his leadership skills to set his goal and completed his plan to organize and participate in a beautification project for the public boat launch area at the South Glens Falls Historical Park/Betar Byway; and

WHEREAS
, Maxwell Sanders refurbished the area by removing brush and other objects from the park area along the Hudson River shoreline creating a more accessible area for people to enjoy the boat launch, fishing and walking areas; and

WHEREAS, it is fitting to recognize the unusual dedication and diligence exhibited by Maxwell Sanders in attaining the rank of Eagle Scout; therefore, be it

PROCLAIMED
, that the Wilton Town Board commends Maxwell Sanders for his attainment of the rank of Eagle Scout in the Boy Scouts of America; and, be it further

PROCLAIMED

, a Boy Scout is required to complete an Eagle Leadership Service project as part of qualifying for the rank of Eagle Scout; and

WHEREAS
, Mark C. Dorsey used his leadership skills to set his goal and completed his plan to replace the stairs and hand railing leading up to the cabin site at Camp Saratoga; and

WHEREAS, it is fitting to recognize the unusual dedication and diligence exhibited by Mark C. Dorsey in attaining the rank of Eagle Scout; therefore, be it

April 1, 2010

Proclamation
Commending Eagle Scout
Kyle Westcott

Supervisor Johnson read the proclamation explaining that Kyle Westcott achieved his Eagle Scout Rank by raising funds and landscaping the Northumberland Veterans Memorial area located in the Northumberland Town Park. Refurbishing the area by creating a sub-base and then built a brick pathway using bricks with the names of the veterans on them, then landscaping the area with plants and bushes.

Supervisor Johnson then presented Kyle Westcott with the Proclamation.

Commending Eagle Scout
Timothy Baker

Supervisor Johnson explained that the Town has always taken great pride in recognizing the town youth that have a significant achievement. Timothy Baker has obtained the rank of Eagle Scout. He did so by taking on a project of refurbishing the Honor Roll at the corner of Ballard Rd. and Traver Rd. building a pathway and landscaping the area and erecting a flag pole. Supervisor Johnson then read the
proclamation and presented the proclamation to Timothy Baker.

Andrew Edward Kopf

Supervisor Johnson asked for a motion and a second to adopt this proclamation.
On a motion introduced by Councilman Gordon, the board adopted the following resolution:

NOW, THEREFORE, BE IT RESOLVED
, to adopt a proclamation commending Andrew Edward Kopf upon attaining Eagle Scout Rank for completing a project at Camp Saratoga.

Nathan Biss

On a motion introduced by Councilman Gordon, the board adopted the following resolution:

RESOLUTION # 138
NOW, THEREFORE, BE IT RESOLVED
, to approve the following Proclamation:
COMMENDING NATHAN BISS UPON ATTAINING EAGLE SCOUT RANK

WHEREAS
, Nathan Biss is a member of the Boy Scout Troop 24 of Wilton and recently achieved the rare distinction of the rank of Eagle Scout; and

WHEREAS
, an Eagle Scout award honors the scout, his family, his troop and his troop leaders; and

WHEREAS
, a Boy Scout is required to complete an Eagle Leadership Service project as part of qualifying for the rank of Eagle Scout; and

WHEREAS
, Nathan Biss set his goal and completed his plan to lead in the fundraising and organizing of replacement for the back porch roof of the Parsonage of the Schuylerville Methodist Church, the sanding and painting of the fire escape of the church and replaced landscaping timbers in front of the church; and

WHEREAS
, it is fitting to recognize the unusual dedication and diligence exhibited by Nathan Biss in attaining the rank of Eagle Scout; therefore, be it

May 7, 2009

Proclamations
Supervisor Johnson read two proclamations: one for Thomas Coons, the past president of Wilton Youth Baseball and the other for Peter Hart, the new President.

Supervisor Johnson will present the proclamations at the opening ceremony of Wilton Youth Baseball.

On a motion introduced by Deputy Supervisor O’Conor, the board adopted the following resolution:

RESOLUTION # 113
NOW, THEREFORE, BE IT RESOLVED
, to approve the following Proclamations:
Commending Peter Hart President, Wilton Youth Baseball

WHEREAS, the mission of Wilton Youth Baseball is to implant firmly in the children of the community the ideals of good sportsmanship, honesty, loyalty, courage and respect for authority, so that they may be well adjusted, stronger and happier children and will grow to be good, decent, healthy and trustworthy citizens, and

WHEREAS, Peter Hart dedicated service to Wilton Youth Baseball and the community have maintained the mission, and

WHEREAS, Peter Hart helped start Wilton Youth Baseball by serving on the 2005 Outreach Committee to determine the need, and

WHEREAS, Peter Hart served on the Executive Board of Wilton Youth Baseball as Vice President form 2005-2008 and is currently serving as President, and

WHEREAS, Peter Hart has supported the community through volunteering his time and proving his commitment to 380 children and over 50 Coaches by creating opportunities for our children through baseball, and

WHEREAS, the Town of Wilton is proud to have Peter Hart as a part of the Wilton community, now, therefore be it

PROCLAIMED, that the Wilton Town Board commends Peter Hart for his dedication to Wilton Youth Baseball and, be it further

PROCLAIMED, that the Town Clerk forward a duly inscrolled copy of this Proclamation of Commendation to Peter Hart.

Allen Lounsbury
James Lounsbury

Supervisor Johnson explained that on Sunday he would be attending an Eagle Scout ceremony to present Town Board Proclamations to Allen Lounsbury and James Lounsbury recognizing and commending them for their work to achieve the designation as Eagle Scout.

On a motion introduced by Deputy Supervisor O’Conor, the board adopted the following resolution:

, to approve the Proclamations for James and Allen Lounsbury.

Proclamations
Commending Eagle Scouts
Bryan a Marco
Andrew Behan

Supervisor Johnson stated that there are two proclamations before you. These are two scouts from troop 24 that obtained the Eagle Scout rank. One is Bryan Marco, his project was to raise funds and accept food donations for the food pantry. The other is Andrew Behan, he built new rabbit hutches for the Double H Hole in the Woods ranch in Lake Lazerne.

On a motion introduced by Deputy Supervisor O’Conor, the board adopted the following resolution:

NOW, THEREFORE, BE IT RESOLVED
, to approve proclamations commending Bryan Marco and Andrew Behan for their efforts to obtain Eagle Scout rank.

Presention of Trophy for Municipal Softball Competition
City of Saratoga Springs to Town of Wilton

Johnson vs. Johnson


At this point Supervisor Johnson stated that there was a special guest here tonight. He then introduced the City of Saratoga Springs Mayor, Scott Johnson and the City Park and Recreation Director, Linda Terracola. They are here tonight to present the trophy to the Town of Wilton. Supervisor Johnson stated that Wilton Park Director and Ms. Terracola got together and initiated this softball challenge which took the billing as Johnson vs. Johnson, and we played the game a few weeks ago. Mayor Johnson was the captain of the City’s team and I was the captain of the Town team, part of the deal was that the losing captain would present the trophy to the winning captain. Supervisor Johnson also stated that he would like to thank everyone and I hope that with this year’s game, we can renew that annual tradition. It was a great success, we had a good turn-out, and we raised a lot of money for the American Cancer Society. Mayor Johnson stated it was a great cause and the city was happy to host it. It was a great game. He then congratulated everyone and stated that maybe the next game would be at the new facility on Geyser Road. Mayor Johnson then presented the trophy to Supervisor Johnson and pictures were taken.

Commending Eagle Scout
Christopher Reepmeyer

Supervisor Johnson explained that in the past the Board had recognized residents who have taken on projects to obtain their Eagle Scout Award. Christopher Reepmeyer has been working with Councilman Gordon one of those projects at Camp Saratoga. He then asked Councilman Gordon to explain the project. Councilman Gordon explained that Christopher Reepmeyer who is in Troop 24 will have his Eagle ceremony on November 25th. We are going to recognize him at that ceremony for his effort in leadership in gathering resources from vendors. The Highway Department and help from people in the town to get this project done. He constructed two of the most beautiful lean-to’s that we have on the Scout Road property. We will be presenting him with a plaque at the ceremony.

WHEREAS

PROCLAIMED, that the Wilton Town Board commends Christopher Reepmeyer for his attainment of the rank of Eagle Scout in the Boy Scouts of America; and, be it further

PROCLAIMED, that the Town Clerk forward a duly inscrolled copy of this Proclamation of Commendation to Christopher Reepmeyer.

Town Recognition
Commissioners Citation for heroic acts in Ontario Province of Canada
Glover Family

Supervisor Johnson stated that he wanted to recognize the Glover Family, Douglas and his two sons Jonah and Jacob. This is a remarkable story of a Wilton family. Supervisor Johnson explained that he was contacted by the Ontario Provincial Police Department in Canada, who asked if the Town would recognize this family for their heroic events that happened on a family camping trip. He then read an e-mail sent to the Town from the commissioner stating that every year the Ontario Provincial Police have an Award Ceremony, hosted by the Commissioner Julian Fantino, and our Chief Superintendent, Ken Miller, and uniform members and members of the community are rewarded for their acts of lifesaving, Bravery, Selfless Action and the like. Some of people involved in this incident attended the OPP Awards Ceremony in Sandbury, Ontario, Canada, back on May 17, 2007. Others, including the Glover Family will receive their just reward from their Town Officials. This is a perfect way to highlight the fantastic type of people the Town of Wilton has. I’m suspecting by the humble responses I’ve received from all concerned that some of the people there have absolutely no idea what the Glover’s did while on their camping trip. They are heroes, and our chief would like them to accept the commissioner’s citation presented to them by Wilton Town Officials on his behalf. Supervisor Johnson then read the citations explaining the incident in which the family helped save the life of a counselor seriously injured while on a canoe trip with five teenagers in an isolated area. He then stated how proud the Town was of them.

Literacy Awareness Month

On a motion introduced by Councilman Gerber, the board adopted the following resolution:

RESOLUTION # 172

WHEREAS
, More than 30,000 adults in our communities read or write below a 5th grade level

WHEREAS, Low literacy skills prevent individuals from reaching their full potential as employees, parents, and community members.

WHEREAS, in order to make a difference in the lives of these citizens and their families, it is critical to raise awareness about the importance and implications of literacy in our daily lives, increasing knowledge, support and appreciation for literacy.

I, Arthur J. Johnson, do hereby proclaim the month of September 2007, commencing on September 8th, International Literacy Day, Literacy Awareness Month in The Town of Wilton.

The adoption of the resolution was seconded by Deputy Supervisor O’Conor, duly put to a vote, all in favor.


April 5, 2007
Plaque for Don McPherson
Park & Recreation Commission

Supervisor Johnson stated that the Town Board is very fortunate to have volunteers who give back to the community. One of those people is Don McPherson. Don has been on the Park & Recreation Commission for ten years and has served as chairman. He served under very difficult times, the park has grown and expanded tremendously. We have redesigned the park and Don has been instrumental in overseeing all that happen. Unfortunately, Don resigned as of the first of the year and I would like to recognize Don for his hard work in the community. Supervisor Johnson then read the inscription on the plaque and presented it to Mr. McPherson.
